Electroplating Pollutant Emission Standards

This standard has been formulated to implement the "Environmental Protection Law of the People's Republic of China," the "Law of the People's Republic of China on Prevention and Control of Water Pollution," the "Law of the People's Republic of China on Prevention and Control of Atmospheric Pollution," the "Law of the People's Republic of China on Marine Environmental Protection," the "Decision of the State Council on Implementing the Scientific Outlook on Development and Strengthening Environmental Protection," as well as other relevant laws, regulations, and the "Opinions of the State Council on Preparing the National Functional Zone Planning," with the aim of protecting the environment, preventing and controlling pollution, and promoting advancements in electroplating production processes and pollution control technologies. This standard specifies emission limits for water pollutants and atmospheric pollutants generated by electroplating enterprises and enterprises equipped with electroplating facilities. It applies to the management of wastewater discharge and atmospheric pollutant emissions from existing electroplating enterprises. Furthermore, this standard is applicable to environmental impact assessments of electroplating enterprise construction projects, the design of environmental protection facilities, the completion acceptance of environmental protection measures, and the management of water and atmospheric pollutant emissions following the commissioning of such enterprises. This standard also covers facilities engaged in anodizing surface treatment processes. The provisions of this standard apply to pollutant discharge activities permitted by law; the siting of newly established pollution sources and the management of existing pollution sources within specially protected areas shall be carried out in accordance with the relevant provisions of the "Law of the People's Republic of China on Prevention and Control of Atmospheric Pollution," the "Law of the People's Republic of China on Prevention and Control of Water Pollution," the "Law of the People's Republic of China on Marine Environmental Protection," the "Law of the People's Republic of China on the Prevention and Control of Solid Waste Pollution," the "Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution," and the "Law of the People's Republic of China on Environmental Impact Assessment," among other applicable laws, regulations, and rules. The water pollutant emission control requirements stipulated in this standard apply to enterprises’ discharge into ambient water bodies. When enterprises discharge wastewater into urban drainage systems that are connected to sewage treatment plants, the total chromium, hexavalent chromium, total nickel, total cadmium, total silver, total lead, and total mercury—these toxic pollutants—must comply with the corresponding emission limits specified at the monitoring locations outlined in this standard. For other pollutants, the emission control requirements shall be determined through negotiation between the enterprise and the urban sewage treatment plant based on the latter’s treatment capacity, or shall follow relevant standards, with such arrangements reported to and filed with the local environmental protection authority. Urban sewage treatment plants must ensure that discharged pollutants meet the relevant emission standards. If a construction project plans to discharge wastewater into urban drainage systems connected to sewage treatment plants, the construction entity and the urban sewage treatment plant shall implement the provisions set forth in the preceding paragraph. From the date of implementation of this standard, the control of water and atmospheric pollutant emissions from electroplating enterprises shall be conducted in accordance with the provisions of this standard, and the relevant provisions of the "Integrated Wastewater Discharge Standard" (GB 8978-1996) and the "Integrated Emission Standard for Air Pollutants" (GB 16297-1996) shall no longer apply. This standard is being issued for the first time.
